Brent Hilliard, Chairman, Midland Development Corporation The MDC was established in 2002 to offer incentives to qualified current and future employers who create jobs for the Midland community. The Corporation helps foster areas of the City of Midland that meet the city’s development objectives and promotes, recruits, and strengthens Midland’s workforce. Midland voters made incentives possible when they approved a quarter-cent increase in the local sales tax rate, with additional revenues earmarked to promote economic development and diversification. Citizens and get in on the discussion about future projects and how our taxes are being used.
