Tracee Bentley

Permian Strategic Partnership
President & CEO

Tracee Bentley is the President and CEO of Permian Strategic Partnership, a collaboration between local communities and seventeen oil and gas companies operating in the Permian Basin. With extensive experience and leadership within the energy industry, Bentley is a tremendous asset to this first-of-its-kind partnership that aims to strengthen and improve the quality of life for Permian residents.

Before joining PSP as its first CEO, Bentley was the Executive Director of the Colorado Petroleum Council, a division of the American Petroleum Institute, focusing on state and local policy and supporting the development of Colorado’s energy resources.

Before joining the Colorado Petroleum Council in March 2015, Bentley served in several key policy positions, including Legislative Director & Senior Advisor on Energy and Agriculture and Deputy Director of the Colorado Energy Office for Governor John Hickenlooper. Before Bentley’s tenure with the Hickenlooper administration, she was a founding Principal of a bi-partisan lobbying firm that focused on energy, natural resource, and agriculture interests. Bentley also served as the Director of National Affairs for the Colorado Farm Bureau, where her portfolio included energy, immigration, farm policy, and international trade. She was appointed to the Colorado Supreme Court Nominating Commission in 2015 and served until 2019, when she moved to the Permian Basin.

She received both her bachelor’s and master’s degrees from Colorado State University, and prior to receiving her bachelor’s, Bentley worked in Washington, DC, for U.S. Sen. Ben Nighthorse Campbell.

Bentley is a firm believer in community building community. She is on the board of directors for The Permian Basin Literacy Coalition, The Cal Ripken Sr. Foundation, Texas 2036, and the Colorado Agricultural Leadership Program. Bentley also sits on the Board of Trustees for the Museum of the Southwest and serves on the Selection Committee for Texan by Nature. She also serves West Texas CASA as a volunteer.

Bentley and her husband Mike have three grown children, twin daughters and a son.

Vice President of Planning & Marketing
Midland Health

Marcy Madrid is the Vice President of Planning and Marketing for Midland Health. In her current role, Marcy oversees strategic planning, community health outreach, marketing and public relations, sales as well as employee engagement and patient experience. Led by the overwhelming research and evidence supporting plant-based nutrition in healthcare, Marcy has spearheaded a community garden project, helped launch the Food Is Medicine health conference in West Texas and collaborated with the city, school district and Midland College to increase health literacy through a variety of cross-city community outreach activities and events.

Marcy is among the founding members of Healthy City Inc. as well as Pink the Basin Inc., which are both locally grown non-profits promoting awareness and providing resources to people in the Permian Basin. Before coming to Midland Health, Marcy was a morning show anchor and reporter for the local NBC affiliate, where she was recognized and awarded for her writing and storytelling skills by the Texas Association of Broadcasters.

Marcy is a mother to 6 children and celebrating 12 years of marriage to her husband, Carlos Madrid.

Sue Roseberry

Sue Roseberry is a singer, songwriter, author and consummate artist and her gifts are truly inspiring and illuminating. She is a graduate of the College of Santa Fe (Santa Fe, New Mexico) where she received a Bachelor of Fine Arts degree in performing arts. Her insightful and unique gift for sharing stories has caused her to be sought after for programs for all occasions.

She served five years as President of the Midland Storytelling Festival prior to being elevated to the position of Executive Director; a role she fulfills currently. She conducts workshops in the community for youth as well as adults teaching them how to share their own unique stories as well as utilizing stories to facilitate discussions on diversity, equity and inclusion.

There seems to be no end to the talents that she possesses and she is known for her ability to use her talents to inspire and motivate audiences of all ages. Those fortunate enough to hear her come away with a joyful heart and the feeling that they have been present for something beyond entertainment – it’s an experience!

Jessica Stanford is a native of Midland and a 1995 graduate of Lee High School. I have my Bachelor’s in Psychology and Masters in Educational Leadership from the University of Texas of the Permian Basin. I began my journey with TLCA as the school nurse in its first year. It did not take long before I felt led to become a certified teacher, and I began the process of alternative certification. Once I received my EC-6 and ESL certification, I accepted the opportunity to transition from being a school nurse to a classroom teacher. I have served TLCA as a 1st, 3rd, 4th-grade teacher, Reading Interventionist, Instructional Coach, and Assistant Principal.

Educating the whole person is my passion. I feel that this happens when you invest time to build relationships. TLCA has created the perfect environment for this to occur as it aligns with its mission, vision, and values. I am so fortunate to be able to serve alongside the students, parents, and staff of TLCA as we make a difference in our community.

I have been married to my husband, Jerry, for over 20 years. Together we have three lovely young ladies: Daija, Desarea, and Destiny. We also have the most precious granddaughter Jeaslyn. As a family, we are very active in our church and community.
Becky Spurlock

Dr. Becky Spurlock

Senior Vice President for Student Affairs and Enrollment Management

Dr. Becky Spurlockis the Senior Vice President for Student Affairs and Enrollment Management at The University of Texas Permian Basin. Dr. Spurlock's portfolio includes the Enrollment Management teams, comprised of Admissions,Financial Aid and Scholarships, and Registrar. In addition, she leads the Student Affairs,Student Success, and the Shepperd Leadership Institute teams. She also holds an appointment as Assistant Professor in the Department of Educational Leadership in the College of Education.

Prior to joining UT Permian Basin, she served in several leadership roles at public and private universities in both Texas and Tennessee. As a first-generation college student, she believes in the transformational power of higher education.

An educator, sought after speaker and leader in the field of Student Affairs, she regularly teaches, speaks, and consults on developing community, leadership, strategic planning, and assessment. Dr. Spurlock has more than 25 years of experience in Student Affairs. A high-energy speaker, Dr. Spurlock is known for her ability to engage audiences, address difficult topics, and connect through humor.

Trained in narrative analysis and as a qualitative researcher, Dr. Spurlock uses stories to connect, teach, and deepen relationships. Dr. Spurlock has a Ph.D in Higher Education Administration from Texas A&M University as well two degrees from Texas State University, a B.S. in Recreational Administration, and an M.Ed in Counseling and Guidance. In 2017, Dr. Spurlock completed the Management and Leadership Education Program Certificate from the Harvard Graduate School of Education.

Dr. Spurlock was named a Pillar of the Profession in 2022. She has served on the NASPA Board of Directors, is the Past Region III Director, and served two terms on the NASPA Center for Women Board of Directors. Dr. Spurlock is the past director for the NASPA Region III/SACSA Mid-Manager’s Institute. She serves as a member of the Student Affairs on Campus Editorial Board. She is also the recipient of the John Koldus Award for Outstanding Service to NASPA Region III. NASPA is the leading voice for the Student Affairs Profession worldwide.

In the over five years that she has been a member of the Midland College Family, she has worked as an English as a Second Language (ESL) Instructor, Counselor in Business and Personal Finances, and Interim Coordinator for the ESL Department.

She has a robust international business experience with over sixteen years of management and leadership experience in Education, Consultancy, Human Resources, Finance & Administration. She has coached, developed and lead high performance work teams. Victoria is an Economist from the Central University of Venezuela, with two Master’s degrees, one in Business

Julia also served in senior legal roles at Tesco Corporation. She began her legal career as a corporate attorney at the international law firms Baker & McKenzie LLP and Vinson & Elkins LLP.

Patsy Casas, Odessa, TX television news Anchor/Reporter, was born on August 22, 1972 in Acuña Coahuila, and moved to Del Rio, TX at the age of 5. Her parents then decided to move to Odessa, Texas a short time later, raised and have lived in Odessa ever since.

Patsy attended school in Odessa and graduated from Odessa High School. Attended Odessa College, graduated from OC. Started radio at the young age of 15. At age 26 returned to radio and did radio for 27 years in total on KTXC La Ley 104.7 and before that Tejano 96.1. Television a total of 23 years, of those 23, 21 on Telemundo20. Did weather on Telemundo20 for over 10 years, been on air reporter and Anchor for the 5pm on Telemundo20.

I love telling peoples stories. Meeting new faces and bringing the important information to our community, keeping them informed and updated. Gray Television started a News App last year and I host "Oeste de Texas Hoy con Patsy Casas" from 11am to 2pm live every day. Local news, entertainment, interviews, national news, world news. I love and enjoy doing the app live every day. I'm able to talk to our community when they call in and having that connection with our community is what keeps me going.

I feel blessed to have the best job, or as I'd say, the best of both worlds. Tv, news app and communication with the community. I thank God everyday for my husband of 21 years. Both daughters, Jazmin, and Jessica and our two beautiful and healthy grandkids, Zachary and Aayvah. I feel very blessed.

The leader of Weaver’s tax services for the Permian Basin, Houston, San Antonio and Austin, Laura has also led numerous civic and education organizations in the region. She is known for her ability to build large, diverse teams — both corporate and volunteer — to get the most out of everyone’s talents.

Laura currently serves as Chairman of the Weaver and Tidwell Private Foundation, trustee of the Abell-Hanger Foundation, and board member for the Midland Downtown Park Conservancy and Education Partnership of the Permian Basin. She has also served as Chairman of the Midland Chamber of Commerce and the Midland Development Corporation, and she helped establish the Young Professionals of Midland. She is a past president of the Midland Community Theatre, Arts Council of Midland, and Educate Midland. At Weaver, Laura focuses on the oil and gas industry, frequently speaking on energy and tax issues at national conferences.

She earned her BBA in accounting from Baylor University. Laura is married to Nick Roman, also a CPA, and they have one daughter, Tarah, who is beginning her career now in public accounting too. Nick and Laura attend Advance Church.

She is a past president of the Midland Community Theatre, Arts Council of Midland, and Educate Midland. At Weaver, Laura focuses on the oil and gas industry, frequently speaking on energy and tax issues at national conferences.

She earned her BBA in accounting from Baylor University. Laura is married to Nick Roman, also a CPA, and they have one daughter, Tarah, who is beginning her career now in public accounting too. Nick and Laura attend Advance Church.
